Background

The first oil pipeline in Ukraine, Dolyna-Drohobych, with a length of 58.4 km, was built in 1962 to transport oil to the Drohobych Oil Refinery. It is connected with the putting into operation of the Pivnichno-Dolinsky oil field.[6] The pipeline is considered part of the Druzhba Oil Pipeline.[11] In September 2013, a rupture occurred in the Dolyna–Drohobych Oil Pipeline, after which the operation of the pipeline was restored.[12]

The Drohobych Oil Refinery (Halychyna) was originally built in the late 19th century to process oil from the Drohobych-Boryslav oil-producing region. The refinery's capacity was approximately 3.2 million tons per year. It produced gasoline, diesel fuel, paraffin of various grades (including food-grade), electrode coke, and road and construction bitumen. After Ukraine gained independence, the refinery was privatized and eventually became unprofitable. In January 2012, operations at the plant were halted for reconstruction, and it was subsequently mothballed. Currently, there are no active oil refineries in Ukraine. However, the tank farms of all the decommissioned refineries in the country are being used as storage facilities for imported petroleum products. Among these, fuel for the Armed Forces of Ukraine is stored, making these facilities regular targets for missile strikes and drone attacks by Russia.[8] The Dolyna-Drohobych Oil Pipeline has been reported idle, at least, since 2014.[9]
