Background

The Gaslub power station is a holdover from Petrobras' 2021-2025 strategic plan; the plant was originally intended to be part of the Rio de Janeiro Petrochemical Complex (Comperj) Project (subsequently rebranded as Gaslub).[8][9] News reports in 2021 and early 2022 indicated that the plant's viability was still being evaluated.[9][10][11]

In the project's early stages, the plant's generating capacity and status details were unclear. Brazil's national electrical agency ANEEL listed the plant as under construction[12]; however, Petrobras's GasLub web page described it as a future project to be developed with other investors[13], and Petrobras's Director of Energy Transition and Sustainability said in a June 2023 interview that the company had only recently revived talk of building the plant.[14]

The full scope of the Gaslub power plant project was first laid out in a June 2023 environmental impact study, which confirmed the capacity of Units I and II as 1200 MW and 600 MW, respectively.[15] News reports in late 2023 early 2024 indicated that Petrobras was seeking an environmental license for the 1800 MW plant, in hopes of entering it in Brazil's August 2024 energy auctions and obtaining contracts to supply electricity starting in January 2030.[16][17]

Petrobras's 2023 annual report, released in April 2024, noted that "the gas-fired thermoelectric plant is still under study, and its conceptual design has been completed and further planning steps are in progress."[18]

As of September 2024, the website for the Gaslub project (newly rebranded as Complexo de Energias Boaventura[19]) noted that both the 1200 MW Unit I and the 600 MW Unit II would deploy gas and steam turbines in a combined cycle configuration.[20] Dependable gas supply for the proposed plant was expected to be in place by mid-October 2024 upon the full commissioning of the associated Route 3 gas pipeline and the adjacent Itaboraí gas processing unit.[21][22]
