Background

Commissioned in March 2003, Kinder Morgan's Mier-Monterrey Pipeline stretches from the border between the United States and Mexico in Starr County, Texas, to Monterrey, Mexico. In 2002, Pemex signed a contract to utilize the pipeline's full original capacity of 375 million cubic feet per day (MMcfd) for a period of 15 years. Starting in 2015, Kinder Morgan began studying options to expand the pipeline's capacity. As of August 2023, the company reported the capacity as 640,000 MMBtu per day, or roughly 640 million cubic feet per day. In Monterrey, the pipeline connects to the Cenagas natural gas transportation system (formerly operated by PGPB), and supplies electric generation assets including the Dulces Nombres power station.
