Hasdeo Thermal Power Station is an operating power station of at least 1340-megawatts (MW) in Kusmunda, Katghora, Korba, Chhattisgarh, India with multiple units, some of which are not currently operating. It is also known as Korba West Hasdeo power station, HTPS, Rajiv Gandhi power station (Stage II Unit 4, Stage III Unit 5).

Background

Stages I-II

The power station is owned and operated by Chhattisgarh State Power Generation Company, a publicly-owned generation utility formed in 2009 following the restructuring of the Chhattisgarh State Electricity Board. The power station initially comprised of four 210 MW units:[2][3][4]

  • 210 MW - 1983
  • 210 MW - 1984
  • 210 MW - 1985
  • 210 MW - 1986


An expansion proposed in late 2022 could see the four units decommissioned.

Stage III: Korba West Extension

The Korba West Extension is a 500 MW expansion,[5] though on a site west of the existing plant. It was commissioned in March 2013.[6]

2022-2023: Proposed Expansion

In August 2022, it was reported that the Chhattisgarh Government was planning to set up a 1,320 MW coal-fired power plant in Korba. The proposed plant, which would have two units of 660 MW each, would be based on supercritical technology. The Managing Director of CSPGCL said in a statement that the plant would be set where land was "available" in Korba West. The work for getting necessary approvals, coal and water allocation, along with a Detailed Project Report (DPR) would be completed "at an accelerated pace so that rise in power demand by 2030-31 can be met through the new unit."[7]

Aspects of the announcement were similar to the Lanco Amarkantak Thermal Power Project, the Korba Super Thermal Power Station (NTPC), and other plants and proposal, but the project was new.

In fact, in February 2023, NTPC Limited sought approval for a 2 x 660 MW supercritical expansion in an area of 70.73 hectares "by" Chhattisgarh State Power Generation Co. Ltd. (CSPGCL), Korba West, Chhattisgarh. The application provided details about the existing and proposed units, including:

  • Chhattisgarh State Power Generation Company Limited (CSPGCL) previously commissioned 4x210 MW & 1x500 MW Hasdeo Thermal Power Plant in three stages using coal from Kusmunda coal mine of Coal India’s South Eastern Coal Field Limited (SECL).
  • Staffing at the original plant site was listed as 3,069 employees.
  • After the expansion, the Hasdeo Thermal Power Station would total 1,820 MW (1 X 500 MW + 2 X 660 MW), with the older units decommissioned (4 x 210 MW).
  • The Lemru Elephant Reserve and an elephant corridor are just a few kilometers away.[8]


The Expert Appraisal Committee (EAC) granted Terms of Reference for the expansion in its March 2023 meeting, meaning it could move to the Environmental Impact Assessment stage. The actual Terms of Reference were dated April 24, 2023.[9][10]

According to the website of CSPGCL, the tendering process for the two new units' EPC package would begin in June 2024.[11]

In late August 2024, CSPGCL submitted a proposal for fresh Environmental Clearance (EC) for the expansion project.[12]

2023: Foundation stone

In late July 2023, Chief minister Bhupesh Baghel on Saturday reportedly laid "foundation stone" for the two units worth Rs 12,915 crore. The units were expected to be named after former Prime Minister Rajiv Gandhi, and online by 2028. Based on the news and Baghel statements, the State had permissions and approvals for the plant.[13]
