JSW BPSL Odisha steel plant, also known as Bhushan Power and Steel (BPSL); JSW Odisha steel plant, is an electric arc furnace (EAF) steel plant operating in Thelkoloi, Odisha, India.

Background

The JSW Odisha steel plant began operating in 2005 under Bhushan Power and Steel Ltd. Bhushan Power & Steel Ltd. was acquired by JSW Steel in September 2019, at which point ownership of the plant transferred to JSW; Tata Steel also bid to buy Bhushan Power & Steel but did not beat JSW.[1][2]

In 2021, according to the OECD and Wood Mackenzie, Bhushan Power and Steel decided to expand capacity at its plant by 2800 ttpa for its basic oxygen furnace and by 900 ttpa for its electric arc furnace, which are expected to be operational by 2022.[3] BPSL planned to expand capacity of the plant to 5.5 mtpa crude steel by addition of a blast furnace and two basic oxygen furnaces and augmenting several existing facilities.[4] This expansion was part of a large-scale effort from both Bhushan Power and Steel and the Odisha government to increase steel capacity in the region.[5] On 26 July 2017, BPSL went into National Company Law Tribunal (NCLT) pursuant to the Corporate Insolvency Resolution Process under the Insolvency and Bankruptcy Code, 2016, and was acquired by JSW Steel on 26 March 2021.[4] JSW Steel modified the expansion plan and decided to expand capacity to 4.5 mtpa by brownfield expansion by debottlenecking and augmenting existing facilities.[6] This expansion is expected to be completed by 2024.[7] According to JSW Steel Q4 and FY22 results presentation, this upgrade will lead to an expansion to 5 mtpa. The first phase of the expansion from 2.75 mtpa to 3.5 mtpa was completed in Q2 FY23 and involved addition of an electric arc furnace and construction of second sinter plant. The second phase of the project involves upgradation of Blast furnace 1 and Steel melting shop 2 with a Zero Power Furnace and is expected to be completed by FY2024.[8] [9] The cost of both the phases is expected to be INR 4,488 crore.[9]
