KSP Steel Pavlodar steel plant (ТОО «KSP Steel» (Russian)), also known as Kazakhstan Seamless Pipe steel, is an electric arc furnace (EAF) steel plant operating in Pavlodar, Kazakhstan.

Background
KSP Steel LLP was established in 2007. The industrial site (Pavlodar steel plant) is located in the central industrial area of Pavlodar. The main activity of KSP Steel includes collection, storage, and processing of scrap metal, remelting of scrap metal, and production of continuous casting billets, production of various types of rolled products, manufacturing of seamless steel pipes for various purposes and diameters, production of steel and cast iron castings for repair purposes, production of ferroalloys, and auxiliary production to support the steelmaking and pipe-rolling operations. The main industrial site of Casting LLP is also located at the KSP Steel Pavlodar steel plant. The enterprise utilizes secondary resources (scrap and ferrous metal waste) to produce various types of rolled products.[1]
According to government sources, the plant is idle and did not produced any steel products in 2022-2023.[2][3]
In February 2024, the Pavlodar Region Prosecutor's Office reported that KSP Steel had paid an underestimated fee for environmental emissions. Instead of the required 1 MCI (Monthly Calculation Index) per ton of hazardous waste, the company applied a rate of 0.038 MCI, resulting in a payment of only 9.7 million tenge (USD 0.02 million) for the disposal of 113 thousand tons of slag, instead of the required 567.2 million tenge (USD 1.18 million).[4]
