Karaganda Steel Works power station (ТЭЦ-ПВС Карагандинского металлургического комбината, ТЭЦ-ПВС КМК, ТЭЦ-ПВС Карметкомбината) is an operating power station of at least 185-megawatts (MW) in Termitau, Karaganda, Kazakhstan.

Background
This power plant, along with Karaganda TPS-2 power station, is one of the two power and heat generating plants of ArcelorMittal Temirtau JSC. It is a part of the steel department of the QIC Qarmet steel plant and provides the shops with electrical and thermal energy, blast furnaces, and chemically purified water. This plant appears to only generate heat and power for its own industrial use and does not supply residential consumers.[14] The plant is located in Temirtau, Karaganda Region, Kazakhstan.[15]
The plant burns waste coal, coke oven gas and heavy fuel oil.[16]
An additional gas-fired CHP unit of unspecified capacity was proposed.[17][14][18][19]
Pollution Concerns
Citizens in Temirtau have raised many concerns about the air pollution coming from both ArcelorMittal power plants. In 2020, the plant emitted around 200 million tons of soot and sulphur dioxide in the city, causing people to complain about black snow and dust.[20][21] In an effort to address this longstanding issue of air pollution, the Minister of Ecology in Kazakhstan hosted a meeting with the ArcelorMittal company leadership, as well as environmentalists and human rights activists who were demanding improvements to the amount of pollution. A new environmental code from the Kazakhstan government came into effect in the summer of 2021.[21]
Conversion to gas
In November 2020, it was announced that this plant and/or Karaganda TPS-2 power station are expected to be converted to natural gas. It was not clear which of the two power stations will be converted to gas; a company report listed the Karaganda Steel Works power station only[17], while news sources listed both plants[18] or referred to the company more generally.[19][22]
As of January 2021, the company was carrying out replacement of the boiler #1. In 2020, the old boiler was dismantled, and in 2021 the work was being carried out to create a platform for the new boiler.[23] This boiler was expected to be commissioned in 2022 and was intended to operate on different types of fuel - coal, fuel oil, and gas, initially 30% on blast furnace gas and 70% on coal. By the end of 2022, natural gas was expected to appear at the plant.[23] As of March 2023, the replacement of the boiler was still ongoing and planned to be completed by the end of the year.[24][25] As of October 2023, the completion of the boiler was postponed to 2024.[26]
According to the Environmental Impact Assessment for the proposed gas pipeline to the power plant (published in March 2021), some of the proposed changes at the Karaganda Steel Works power station related to coal-to-gas conversion include the following: (1) upgrading boilers 2 through 8 to enable use of natural gas as ignition fuel and as supplementary fuel combined with coal and blast furnace and coke oven gasses; and (2) adding a new steam boiler at Unit 1 (boiler type: Е-250-9,8-540КДТ (ПК144) (Russian)) designed for combustion of both a mixture of solid fuel, coke oven, blast furnace and natural gases, and 100% natural gas.[17] (the same project as described in the previous paragraph).
Based on this proposed scope of works, it appeared that the conversion to gas will be only partial. In March 2022, the company announced that the work was underway, with the commissioning of the new gas pipeline scheduled for the fourth quarter of 2022. Gas will be supplied to Karaganda Steel Works power station, Rolling Shop-1 and the blast furnace shop, and the transition to gas would be carried out in stages.[27]
As of April 2023, modernization of boiler 1 was planned.[28] A media source from October 2023 reported that the authorities were concerned about the state of the plant in need of repairs.[29]
In January 2024, President Kassym-Jomart Tokayev instructed to switch the thermal power plant of the city of Temirtau to gas.[30] (However it was not clear whether this applied to the bigger Karaganda TPS-2 power station.)
In April 2024, it was reported that Qarmet had launched the project of converting the Karaganda Steel Works to gas, which is expected to be completed in 2025.[31] Modernization of the Karaganda Steel Works power station and the conversion to gas were mentioned again by the management of Qarmet in August 2024.[32]
Ownership Change
In October 2023, the ownership of ArcelorMittal Temirtau was reported to be transferred from ArcelorMittal to the government of Kazakhstan. It is unclear yet what entity within the government will be managing the company.[33] ArcelorMittal had been in talks with the Kazakhstan government for several months over the future of its subsidiary and had signed a preliminary agreement to transfer the ownership to the state after several accidents in recent years. ArcelorMittal operates iron ore and coal mines along with the Karaganda Steel Works in Kazakhstan. A fire accident at the Kostenko coal mine owned by ArcelorMittal Temirtau, killed 46 people on October 28, 2023. Kazakh President Kassym-Jomart Tokayev ordered to halt the investment support to ArcelorMittal Temirtau following the accident.[34][35] In December 2023, ArcelorMittal completed the sale of ArcelorMittal Temirtau to the Qazaqstan Investment Corporation (‘QIC’), a state-controlled direct investment fund. QIC has now assumed control and accountability for ArcelorMittal Temirtau’s operations, which will be renamed.[36] Later in December 2023, the name of the company was changed to Qarmet and acquired by Qazaqstan Steel Group.[37]
