Background
Kenkiyak-Atyrau Oil Pipeline operates in a reverse-averse cyclic mode. It is designed to transport oil from the Kenkiyak pumping station located in the Aktobe region to the T.Kassymov pumping station, located in the Atyrau region ("averse mode" - export of oil to the world market through the Caspian Pipeline Consortium to the port of Novorossiysk and through the Uzen-Atyrau-Samara oil pipeline through "Transneft" systems to the ports of the Baltic Sea and Western Europe)[1] and in the opposite direction (reverse mode) from the T. Kasymov pumping station to the Kenkiyak pumping station, as well as from the Shmanov pumping station to Kenkiyak ("reverse" mode" - export of oil from the fields of Western Kazakhstan to Kazakhstan-China oil pipeline).[10][5][11]
Capacity expansion of the Kenkiyak-Atyrau Oil Pipeline in reverse mode, which includes construction of an additional pipeline, was included into the National Infrastructure Plan of Kazakhstan until 2029 in order to fully supply the Shymkent Oil Refinery with feedstock by 2029 after its planned modernization, increasing its capacity from 6 to 12 million tons per year. The expansion the pipeline will be considered after the development of the feasibility study for the Shymkent Oil Refinery Modernization project.[12][8]
