Liupanshui Circling Economy Demonstration power station (大湾低热值煤电项目, 国投盘江六盘水循环经济示范电厂) is a cancelled power station in Zhongshan District, Liupanshui, Guizhou, China. It is also known as 国投盘南低热值煤电厂.

Background on Project

In February 2009, SDIC and Panjiang Investment Holdings co-founded SDIC Panjiang Electricity Generation Co, with 55% owned by SDIC and 45% by Panjiang Investment Holding.[1] The goal of the company is to develop waste coal power plants in Panjiang and Shuicheng.[2]

In 2016, the companies proposed a new 2 x 660MW plant named Liupanshui Circling Economy demonstrating power station.[3] The power station completed its preliminary feasibility study in January 2016. It will be a waste coal ultra-supercritical power plant.[4]

There were no further developments on the project after 2016, when the central government implemented the traffic light policy, which prohibited new coal plant development throughout most of China's provinces, including Guizhou. The power station was shelved in 2018.

However, in March 2019, Guizhou was given the green light for new coal plants. In February 2020, unit listings implied that the project or a related one could be revived as a 2 x 330 MW coal plant. The power station was presumed cancelled in 2022.
