Background

The Manaus I power station was one of three gas-fired power units that emerged victorious in Brazil's national energy auction on September 30, 2022, out of 33 total units that participated in the auction.[10][11] The auction was held in response to Brazil's law 14.182/2021, passed in 2021, which mandated the construction of 8 GW of new gas-fired power plants in Brazil between 2026 and 2030.[10] The Manaus I plant is part of an allotment of 1 GW mandated by the law for Brazil's North region.[10]

In March 2023, plant owner Global Participação em Energia published its environmental impact report for the Manaus I plant, which called for the implementation of two separate combined cycle units: a first 163 MW phase consisting of two SGT-800 gas turbines and a single SST-400 turbine; and a second 83 MW phase consisting of one gas turbine and one steam turbine.[12] Subsquent reports from other sources indicated that the plant's first phase might instead comprise eight 19 MW gas turbines running in combined cycle with one 12 MW steam turbine.[13][14]

In June 2023, state government officials held a public hearing to solicit community responses to the environmental impact report.[15] In July 2023, Brazil's Ministry of Mines and Energy authorized Companhia Energética Amazonense to operate the plant as an independent energy producer, subject to the timeline presented to Brazil's national electrical authority ANEEL.[14][13][16]

Opposition

Brazilian environmental groups have strongly opposed the construction of the 8 GW of new gas plants mandated by law 14.182/2021, noting that the proposed plants pose a risk to air and water quality, significantly increase greenhouse gas emissions, and will cost consumers far more than plants using renewable energy.[10][17]

Opponents of the plants have also pointed out that the government's rush to commission these new plants has resulted in irregularities in the environmental review and licensing process. The Manaus I plant was granted a preliminary environmental license only 19 days after submission of its initial application[10][18], leaving no time for publication and public review of the environmental impact study (EIA) and environmental impact report (RIMA) required by Brazilian law.[10]
