Mesco Steel Kalinganagar plant, also known as MESCO-I, MSKL, Mideast Integrated Steel (MISL), is a steel plant in Kalinganagar, Danagadi, Jajpur, Odisha, India that operates blast furnace (BF) and basic oxygen furnace (BOF) technology.

Background

The Mesco Steel Kalinganagar steel plant began operating in 1992 under the Mesco Steel Group.[1] In 2005, pig iron production commenced.[2]

In December 2015, Mesco Steel Kalinganagar was forced to cease operations due to lack of raw materials; this closure went on at least until 2017.[3]

In February 2022, a civilian petition reported that Mesco was pursuing an illegal railway siding project at the site, which was releasing toxic substances into the environment. According to the petition, the Mesco Steel Kalinganagar plant had been shut since 2020.[4]

Expansion

According to Mesco Steel's website, an expansion including 2 BOF plants (100-tonnes each), 1 BF plant (3200 m3), a sinter plant, and coke oven battery was planned to be completed by 2021. The crude steel capacity would have amounted to 2300 ttpa.[2] However, no update has been posted since 2020, so the status of the expansion phase has been changed to 'cancelled'.

The plant had been shut since December 2019. As a result, around 1,400 employees and thousands of workers are not getting their salaries for the last five years under ‘no work no pay’ rule. In December 2024, the Kalinga Nagar Mazdoor Union (KMU) demanded immediate reopening of the plant.[5]
