Background

SSCM Coal Mines are several local coal mines in the Malangas area within the province of Zamboanga Sibugay, Philippines.[3] In its 2021 annual report, the state-run Philippine National Oil Company (PNOC), which owns the SSCMs, stated that its subsidiary - the Philippine National Oil Company Exploration Corporation (PNOC-EC) - supervised five small-scale coal mine permittees for Coal Operating Contract (COC) 41; two of which had ongoing operations in the municipality of Diplahan, Zamboanga Sibugay., within the Malangas Reservation. These include Sta. Barbara-Little Baguio-Malongon, and Area 1-Gotas areas. PNOC EC also supervises several small scale coal mining permittees within the concession area.

The Department of Energy of the Philippines (DOE) has granted an 18-year extension of COC 41 on 22 June 2012 valid until 13 August 2030.[4] Mine 3 Coal Project and Mine 4 Coal Project are also covered by COC 41.

The SSCMs were able to deliver a total of 1,510 tonnes to PNOC EC in 2021.[3] In 2022, there was no supply delivery of Malangas due to pending application of SSCM permittees with the DOE hence, target sales and production were not realized.[5]

In its 2022 annual report, PNOC-EC reported that COC 41 is slowly resuming operations after several years of minimal activity due to the vicissitudes of the international coal market. The company stated that it wants to make COC 41 once again a fully working asset.

In interview dated May 2023, PNOC-EC stated that the small scale coal mine produced 0.757 million tonnes in total since 2022.[6] (that's about 0.04 million per month tonnes on average). However, PNOC-EC's 2023 annual report did not mention any production levels from the SSCM mines.[7]
