Background

Seival mine or Seival Sul Mineração (SSM) is a coal mine in Candiota, Rio Grande do Sul, Brazil.[8] Seival Sul Mineração is the owner of the Seival Mine project[9], which began operating commercially in 2018.[10] The mine has a capacity of 2.8 million tonnes per annum[9], and has contracted to supply 160 to 230 thousand tonnes of coal per month to fuel the nearby Pampa Sul power station through 2043.[10][11][12]

Prior to 2014, Seival Sul Mineração was 70% owned by Eneva (formerly known as MPX Energia SA)[13], with the remaining 30% stake held by Copelmi. At that time, a company statement noted that "the mine contains 152 million tons of proven coal reserves, more than enough to supply a 600 MW thermal plant for 20 years. The project has already been granted an operational license. Coal from the Seival Mine will be used to supply the MPX Sul TPP project (subsequently renamed Pampa Sul power station) and can also be sold in the region".[14] In October of 2014, MPX and Copelmi entered a memorandum of understanding (MOU) that the stakes were to be flipped: "Upon completion of the Transaction, Copelmi and ENEVA shall each hold, in the SSM, 70% and 30% of the shares, respectively."[8]

The MOU states "the Seival Mine, located in Candiota/RS, holds resources of more than 450 million tons of coal and, due to its location, stands as a potential and strategic supplier of coal to the Sul and Seival thermoelectric plant projects."[8] Copelmi's Sul power station (since renamed Nova Seival power station) is still under development, while the Seival power station has been canceled.

In 2019, Eneva sold its remaining 30% stake in the Seival mine to Copelmi.[15]

According to a special issue of "Brasil Mineral" in 2022, the Seival coal mine had produced 2.119 tons of coal the previous year (2021).[16] The article stated that the mine's total nominal production capacity was 3.3 million tons per annum (MTPA), although other sources, including the company's website, maintained that the mine's total capacity was still 2.8 MTPA.[17]
