Shanghai Electric Power & Energy Development is the parent company of Shanghai Electric Australia Power & Energy Development, an unlisted company registered in Australia to develop a brown coal project in Victoria, Australia. The ultimate owner of Shanghai Electric Power & Energy Development is China Power Investment Corporation, one of the largest state-owned Chinese power companies.

In September 2012 the then Victorian Premier, Ted Baillieu, met with senior officials from Shanghai Electric Power and Han Zheng -the Deputy Party Secretary and Mayor in Shanghai at Hengshan Hotel "to boost the Sino-Australia project cooperation on upgrading and moulding of lignite."[1] Shanghai Electric Power does not provide details of Shanghai Electric Power & Energy Development on its website, it states that it is "one of the major listed companies of China Power Investment Corporation."[2]
Shanghai Electric Australia Power & Energy Development was registered with the Australian Securities and Investment Commission (ASIC) on November 16, 2012.[3]
Of the 1 million shares, 95% have been allocated to Shanghai Electric Power & Energy Development, the direct parent company, with the remaining five per cent allocated to the Shanghai Pacific Power Pty Ltd, a company registered in Australia in October 2010. Shanghai Pacific Power is a small Australian registered company with 9,000 $1 shares issued with 51% owned by Allan Farrar, who is also company secretary of Shanghai Electric Australia Power & Energy Development.[4]
In its application for registration as an Australian company, Shanghai Electric Australia Power & Energy Development states that its ultimate holding company is China Power Investment Corporation.[5] (See Shanghai Electric Australia Power & Energy Development for more details on the proposed Australian operation.)
