Shymkent CHP-3 power station (Шымкентская ТЭЦ-3, ТЭЦ АО "3-Энергоорталык") is an operating power station of at least 160-megawatts (MW) in Shymkent, Sayram, Turkistan, Kazakhstan with multiple units, some of which are not currently operating. It is also known as Tchimkent, Shymkent HPP.

Background

There is a proposal to increase generating capacity through construction of a new 450 MW combined cycle unit.[14] This project was included in the "Comprehensive development plan for the city of Shymkent until 2023" which was adopted by the government in July 2019.[15] In October 2020, it was reported that to facilitate a detailed assessment of the project, a contract was signed for the development of a feasibility study.[16] There have been no updates as of April 2023. The proposal has not been mentioned in the "Comprehensive development plan for the city of Shymkent for the years 2021-2025".[17]

In October 2023, it was reported that construction of a combined cycle unit of 556 MW was being considered on the territory of the power station. A contract has been signed to develop a feasibility study, and project estimation work was in progress. Previously, a delegation from China had visited Shymkent to further discuss the project in detail.[18]

In February 2024, Ministry of Energy of Kazakhstan released "Electric Power Industry Development Plan until 2035", which included construction of a new 500-MW power plant in Shymkent. The plant is expected to be commissioned in 2028.[19] The new unit was mentioned again in the "National Infrastructure Plan of the Republic of Kazakhstan until 2029" released in June 2024. [20] Neither document mentions Shymkent CHP-3 as a site for the construction, which means that the original project might be shelved. The new plant - Aksa Enerji Shymkent power station - will be built by Turkish company Aksa Energy and will have a capacity of up to 500 MW.[21]
