Sin Yuan Steel Shymkent steel plant (ТОО «Амир-А» (Russian, predecessor), Сталелитейный завод ТОО SinYuanSteel), also known as Amir-A LLP (predecessor), is a steel plant in Shymkent, Kazakhstan that operates steelmaking technology.

Background

The plant was built on the foundation of a smaller facility in 2020. The plant started operations in 2021 briefly and was mothballed since 2021 due to ownership dispute among Kazakhstani and Chinese investors. According to the Agency for Protection and Development of Competition of the Republic of Kazakhstan, the plant was operating at 4% of its total production capacity in 2022. As of October 2024, the operating status and the state of ownership of the plant remain unclear. In September 2024, the Organization for Security and Co-operation in Europe (OSCE) announced public hearings to address the environmental impact of the plant on the city of Shymkent. The plant is referred to as a "planned enterprise" in the related documents.
