Sin Yuan Steel Shymkent steel plant (Сталелитейный завод ТОО SinYuanSteel (Russian)), also known as Amir-A LLP (predecessor), is a idled steel plant in Shymkent, Kazakhstan.

Background
The plant was built on the foundation of a smaller facility in 2020. The plant started operations in 2021 briefly and was mothballed since 2021 due to ownership dispute among Kazakhstani and Chinese investors.[1] According to the Agency for Protection and Development of Competition of the Republic of Kazakhstan, the plant was operating at 4% of its total production capacity in 2022.[2] As of October 2024, the operating status and the state of ownership of the plant remain unclear. [3] In September 2024, the Organization for Security and Co-operation in Europe (OSCE) announced public hearings to address the environmental impact of the plant on the city of Shymkent. The plant is referred to as a "planned enterprise" in the related documents.[4]
