Background

The Stanari coal mine is a SURFACE coal mine located approximately 70 kilometres to the east of Banja Luka in Republika Srpska, Bosnia and Herzegovina. The mine is owned and operated by EFT Rudnik i Termoelektrana Stanari d.o.o., a subsidiary of the EFT Group. EFT stated in their 2011-2012 annual report:[5]

"Excavation at the mine started in 1948 and the destiny of the surrounding area has been closely linked to that of the mine ever since. The Stanari mine achieved coal production of 600,000 tonnes in 1989. During the 1990s, production figures and overall conditions at the mine deteriorated sharply, due to lack of investment and hostilities in Bosnia and Herzegovina. In 2004, the Government of Republika Srpska commissioned an international public tender to find a strategic partner for rehabilitation and development of the Stanari mine. EFT Holdings submitted the strongest bid and became the majority shareholder of the Stanari Mine Company with 72% of shares. The company was awarded a 30 year concession for exploitation of the mine, which is extendable by an additional 15 years. In November 2006, as the successful bidder in the public international tender, EFT (Holdings) ApS bought the remaining 28% of shares and became the 100% owner of the Stanari mine. Since taking over the mine in May 2005, the EFT Group has invested over EUR 45 million in its rehabilitation and modernization. The number of employees has risen from 250 (2005) to 460 (2011)."[5] EFT does not publish their annual reports anymore.

The coal mine supplies the Stanari Thermal Power Plant, also owned by EFT Group. The 300MW power plant was commissioned in 2016. However the Group stated on its website that it expected to divest of its fossil fuel assets by 2023.[6] See 'Ownership Change' below for further details.

Production at the mine increased significantly with the commissioning of the power plant, from about 1.2 million tonnes in 2015 to 2.4 million tonnes in 2016 and 2.9 million tonnes in 2021 and 3.6 million in 2022.[7] It was also reported in December 2022 that Elektroprivreda BiH signed a contract to purchase 350,000 tonnes of lignite coal for the needs of Tuzla Thermal Power Plant.[8]

A technical report from 2024 clarified that in the Stanari coal basin, about 34 million tonnes have been mined so far out of 90.6 million of total reserves. The remaining 56 Mt will be mined at the Ostruznja section of the basin (see 'Expansion' below).

Expansion

As of August 2023, the company planned to open a new surface mine at the Ostružnja location. The area is located in the immediate vicinity of the railway and the main road Doboj - Prnjavor, and covers an area of ​​about 893.71 ha.[9][10] The feasibility study was carried out by C&E Consulting and Engineering, with a plan to mine 3.2 million tonnes of lignite. In the valid Regulatory Plan from 2021, in the segment related to the northern part of the area, after the completion of coal exploitation at the Raškovac open pits, Kop 1, Kop 2 and Kop 3, the continuation of mining was planned with the opening of the new Ostružnje surface mine, as well as the construction of a transport system for transporting overburden, which will connect the new Ostružnje mine with the northern part of the coal basin. With the completion of coal mining in the northern part, coal mining will be completely transferred to the southern part of the basin where the Ostružnja surface mine will be opened.[9][10]

Investigative works carried out in 2019 and 2020 (drilled 114 wells, total length of drilling 7249 m) confirmed increased coal reserves in this area. In 2020, 23 wells with a total length of 1,409 m were drilled in exploratory works.[9][10]

As of August 2023, the company submitted to the Ministry of Spatial Planning, Construction and Ecology of the Republic of Srpska a draft of the Environmental Impact Study for the project at the Ostružnja deposit and expected to receive environmental approval permits.[9][10]

Environmental permit was received in April 2024.[8] It is anticipated that the coal mine will extract 3.2 Mt (per annum) of lignite starting from 2028.[8] Upon completion of coal mining in the northern part of the basin, mining will shift to the southern part at Ostružnja. Assembly of excavation equipment was planned for 2024 with commissioning planned for 2025.[11] Planet imagery from 2022 to October 2024 showed significant changes in the terrain and start of expansion of the mine.

Ownership Change

As of 2023, EFT Group stated on its website that it expects to divest of its fossil fuel assets by 2023.[12]

As of January 2024, EFT Group's website did not list Stanari power plant and coal mine anymore.[12]

EFT Rudnik i Termoelektrana Stanari d.o.o. is owned by Stanari Investments Ltd, renamed from EFT International Investments Holdings Ltd in August 2023. Its immediate parent used to be EFT Investments Limited (UK), which in turn was owned by the ultimate parent company EFT Holdings AG.[13] UK regulatory and financial filings from August 2023 revealed that the ownership of Stanari Investments Ltd has changed and as of August 2023 it is held by two physical persons Milos Hamovic and Zoran Ivkovic.[14] Therefore it appears that the asset has been taken out of the official EFT Group's perimeter and is now held by physical persons associated with the group. EFT Group was previously said to be ultimately owned by the Serbian electricity trader Vuk Hamović.[11]
