StavStal Metallurgical Plant (Металлургический завод СтавСталь (Russian)), also known as Stavropol Steel metallurgical plant, is an electric arc furnace (EAF) steel plant operating in Nevinnomyssk, Stavropol Krai, Russia.

Background
The plant began operating in 2014, and in 2016 an electric arc furnace shop was launched here. The plant was supposed to compete with the Abinsk Electrometallurgical Plant.[1] However, due to fraud with the withdrawal of credit funds to offshore companies, the owner of StavStal was arrested, and the enterprise was declared bankrupt in 2018.[1][2] The plant was again threatened with bankruptcy in 2019, when the owner was accused of stealing billions of Russian rubles taken out as a loan for the plant.[3] In 2019, the plant was transferred to the Nevinnomyssk Electro-metallurgical Plant (NEMZ).[1] In July 2021, the plant was again listed for sale.[2]
Electric steelmaking production has not been operating since 2018, when the plant produced 280 TTPA of steel.[3] There was also a proposal to build a blast furnace at the enterprise, but this proposal was not implemented.[4] Sberbank of Russia owns a controlling stake (51% of the company's shares) through its subsidiaries.[5]
As of October 2023, the plant is operating, but still struggling financially. In early 2022, the government of the Stavropol region announced plans to expand the plant. The governor stated that the expansion would help stabilize the rebar market, which is essential for the development of the construction industry. Initially, the investment volume was estimated at 15 billion rubles, but it was later increased to 17 billion rubles. The plans included construction of another production facility, which would increase the steel production capacity in the region to 1 million tons per year.[6] However, there have not been any updates about the expansion project.
In May 2024, it was reported that the StavStal plant in Nevinnomyssk and the Revakinsky Metallurgical Plant in the Tula region, both owned by StavStal LLC, had reached a default state, carrying multi-billion-ruble debts owed to suppliers and banks.[7]
