Sulawesi Mining power station is an operating power station of at least 2080-megawatts (MW) in Morowali, Morowali Regency, Central Sulawesi, Indonesia. It is also known as 青山工业园自备电厂.

Background

In May 2015, Sulawesi Mining Investment, a joint venture of Chinese stainless steel producer Dingxin Group and local conglomerate Bintang Delapan, began construction on its multi-billion dollar integrated smelter project in Morowali Industrial Park, Central Sulawesi. The project has three phases. The first phase will include 2 x 65 MW coal plants, the second phase 2 x 150 MW, and the third phase another 2 x 150 MW.[1][2]

Phase I, comprised of 2 x 65 MW, began construction in July 2013 and began operating in January 2015.

Phase II, comprising 2 x 150 MW, began construction in May 2014 with completion expected in 2017.[3] The first unit of Phase II began operating in 2016.[4] As shown in Google Earth archival photography, a third phase of two units was well into construction as of August 15, 2016. Planet satellite photos show construction progress on Phase II from January 2016 to March 2018.

As of June 2021, the second 150 MW unit of Phase II had been commissioned.[5]

Planet satellite photos also show construction progress on Phase III from January 2016 to March 2018. Phase III, comprised of 2 x 150 MW, reportedly began operating in 2017.[6]

As of October 2023, the electricity demand of Morowali Industrial Park had reportedly reached 7,000 MW.[7]

Phase IV Expansion

In April 2019, it was reported that permits were being sought to build a Phase 4 expansion consisting of two 350-MW units.[8] A groundbreaking ceremony was held in January 2019.[8] In June 2020, it was reported that China Power Construction Jiangxi Institute, a subsidiary of state-owned firm PowerChina, had won the contract to build the Phase 4 expansion.[9]

Though reporting was conflicting, Phase IV appeared to have begun operating in 2019.[10]

Phase V Expansion

Phase 5 is the Sulawesi Labota power station. Construction of the fifth phase of the complex began in March 2020, comprising 2 x 350 MW units and one 380 MW unit.[11]

Unit 9

Unit 9 was commissioned in June 2020, and is operated by Indonesia Morowali Power Co., Ltd. (MPM), also known as 印尼莫罗瓦利电力有限公司(Yìnní mò luō wǎ lì diànlì yǒuxiàn gōngsī).[12][13]

Financing

Financing for Phase 1 of the project (the whole facility, including the power plant) came from China Development Bank (US$570 million).[14]

Financing for Phase 2 of the power plant was closed in May 2015. US$700 million in loans was provided by the Export-Import Bank of China, Bank of China, and ICBC.[15]

In 2017, the China Development Bank agreed to provide a US$574 million loan for Phase III of the Sulawesi Mining power station. Bank of China agreed to a US$15 million loan.[16]

In September 2017, the Zhejiang and Shanghai branches of the Export-Import Bank of China agreed to provide US$320 million in debt financing for Phase IV of the Sulawesi Mining power station.[17]
