Background

Syradasaysky Coal Mine (Сырадасайское месторождение) is a proposed surface mine in the Taymyr peninsula of Russia. The Syradasaysky coal mine project is developed by Severnaya Zvezda LLC, a company owned by AEON Group which belongs to the businessman Roman Trotsenko.

Severnaya Zvezda has been developing the project since 2008.[6] In addition to the surface mine, the industrial cluster involves construction of the Yenisey Seaport, a processing plant, a highway from the open pit to the sea terminal, storage facilities for combustive-lubricating materials and gas stations, as well as a residential camp for staff.

Construction started in 2020.[7] Since 2021, desolate stretches of tundra lands have turned into a construction site. A 60 km road now leads to the mine area and on the coast of the remote bay is emerging a terminal that ultimately is to be able to handle 100,000 ton deadweight ships. Shipping in the waters around the Taymyr Peninsula is highly challenging as sea-ice requires assistance from icebreakers. Roman Trotsenko previously said that the project will need up to 30 ice-class vessels that can deliver the coal to foreign markets. The lion’s share of those ships are planned built abroad.[8]

As of 2022, annual production was expected to reach 5 million tonnes, increasing to 10 million tonnes by 2025.[9][6] In April 2022, the company stated that in case of sanctions, it will sell produced coal to the domestic market or to China.[10]

In October 2022 the mine produced the first batch and was in active stage of construction.[9] The first batch of 0.1 million tonnes was shipped to China in October 2022 and in March 2023 the second shipment was being prepared.[11] India, Turkey, Vietnam and Brasil were referred to as other potential export markets although as of March 2023, contracts were signed only with Chinese buyers. According to the company, there is no planned level of coal production (in March 2023).[11] Another source stated that 0.5 million tonnes was planned for shipment in 2023.[12]

The project included construction of a processing plant, but due to problems with the supply of US equipment following Russia's invasion of Ukraine, these plans were suspended and a new design was being developed. [11][13]
