Background

The Tata Sponge Iron Odisha plant began operating in 1982. It expanded its capacity in 1990-1991, 1999, and 2006.[1] The plant was originally designed with a production capacity of 90 ttpa which was enhanced to 120 ttpa through various modifications during 1990-91. The capacity was doubled by adding an additional kiln in 1998-99.[2] The plant also added a 7.5 megawatt (MW) captive power plant (fuelled by waste heat from the plant) in 2001 to power the steel plant's operations, and another 18.5 MW captive power plant in 2006.[1] In 2006, the plant added a third kiln to the plant bringing the capacity to 390 ttpa from 240 ttpa.[3][4]

In February 2013, Tata Sponge proposed a plan to increase capacity of the plant to 840 mtpa by adding three kilns and three power plants in phases at a cost of INR 800 crores.[2] There have been no update on this proposal and according to the company's 2020-21 annual report, the plant has only three DRI kilns.[5]

In 2017, the plant got its parent company's (Tata Steel) approval to set up a new 1500 ttpa steel plant at the site.[6]

In May 2017, the company received approval from Ministry of Environment, Forest and Climate Change, Government of India, for enhancement of DRI production from 390 ttpa to 425 ttpa.[7] The company then acquired environmental clearance for capacity enhancement from 390 ttpa to 465 ttpa.[8] According to the 2020-21 annual report, the capacity is reported as 450 ttpa.[5]

In 2021, the environmental clearance for both the 1500 ttpa expansion (anticipated to be completed in 2022) and a subsequent 560 ttpa expansion (anticipated to be completed in 2025) were submitted to the regional Ministry of the Environment.[9]
