Background

Tornio Manga LNG Terminal is a liquefied natural gas (LNG) regasification terminal in Lapland, close to the Swedish border. The project was built by Manga Terminal Oy, a joint venture of Outokumpu Group (45%), Svenskt Stål AB (SSAB) (25%), Skangas (25%), and EPV Energy (5%).

Environmental impact assessments were completed in 2013.[5] A financial statement from Gasum at the end of fiscal year 2013 noted the establishment of Manga LNG, with the intention of building an import terminal; December 2013 is presumed to be the proposal date.[6]

The construction contract was signed with Finnish firm Wärtsilä in December 2013. In 2014, the Finnish state awarded a subsidy of €33,155,400 for construction of the terminal.[2] The final investment decision was reached in December 2014, and construction began in August 2015[5] and was scheduled to be completed in July 2018.[7] Gas from the terminal was expected to be used by industries, mines, and gas consumers located in northern Finland and northern Sweden.[8]

The terminal originally was finished and received its first LNG in November 2017,[9] but after a year-long delay, it was not fully commissioned until June 2019.[4]
