Tuymazy-Omsk-Novosibirsk 2 Oil Pipeline (Russian: Туймазы - Омск - Новосибирск (ТОН-2) is an operating oil and gas condensate (NGL) pipeline in Russia partially running through Kazakhstan.[1][2]

Location

The pipeline starts in Tuymazy, Khanty-Mansi Autonomous Okrug, Russia and runs to Novosibirsk, Novosibirsk Oblast, Russia.[3]

Project details

Background

Transneft-Ural was mentioned to operate Tuymazy-Omsk-Novosibirsk 1 and Tuymazy-Omsk-Novosibirsk 2 pipelines in 2020.[4] As of 2019, Tuymazy-Omsk-Novosibirsk I oil pipeline has been partially dismantled in the Kurgan Oblast.[9] It is unclear if this was part of a reconstruction.

The Kazakhstani segment of Tuymazy-Omsk-Novosibirsk 2 seems to be operating as of 2022, transporting 2.6 million tons in the first quarter.[5] The length of the Kazakhstani segment of Tuymazy-Omsk-Novosibirsk 2 oil pipeline is 185.6 km, and diameter is 720 mm.[10]

In 2020 the segment 0-99.7 km of Tuymazy-Omsk-Novosibirsk 3 oil pipeline was not operating and was removed from the total length of oil pipelines operated by Transneft.[11] It is unclear if Tuymazy-Omsk-Novosibirsk 1 and Tuymazy-Omsk-Novosibirsk 3 pipelines are operating or not.

Transit of Russian oil

In January 2024, Russia and Kazakhstan signed a protocol to the intergovernmental agreement, under which the volume of transit of Russian oil through the territory of Kazakhstan to China will be increased to 10 mtpa from 7 mtpa. In the previous version of the document, the annual volume of transit of Russian oil through Kazakhstan to China was specified at 7 million tons with the possibility of increasing it to 10 million tons. Now the annual volume will be 10 million tons. Russian oil is carried out via the Tuymazy-Omsk-Novosibirsk 2 oil pipeline through the Kazakhstani Priirtyshsk and Atasu regions, further to Alashankou in China. In addition, the Kazakhstani side will supply up to 1 mtpa of oil and stable gas condensate to the Pavlodar Oil Chemistry Refinery through Russia. Supplies are made via the Uzen-Atyrau-Samara pipeline, then through the Tuymazy-Omsk-Novosibirsk-2 pipeline, through the Kazakhstani Priirtyshsk region to the Pavlodar Refinery.[2]
