Background

The Vlora power station is a 97 MW fuel oil-fired power station constructed in Vlore, Albania, in 2011.[12] However, due to technical issues and environmental concerns, the power station has never produced any power.[13]

In 2020, the Albanian government announced the refurbishment of the existing unit to be run on natural gas and liquified natural gas, with an agreement being reached between ExxonMobil and the Albanian government regarding the supply of LNG for this station.[14][15] According to Albania's "Gas Master Plan" of 2014, this was to be accompanied by an additional 200 MW of new gas-fired capacity at the station.[16]

In April 2023, the LNG terminal project Port of Vlora FSRU was reported as stalled.[17]

In March 2024, Albania’s energy minister Belinda Balluku said that the mothballed Vlora power station was planned to have a capacity of 350 MW under the project for its conversion to run on LNG led by US-based Excelerate Energy. The power plant is being developed in three modules: the first one of 100 MW, the second of 150 MW and the third of 100 MW. Previously, in February, Albania's prime minister Edi Rama said that a feasibility study for a gas transmission pipeline that would connect the Trans Adriatic Pipeline (TAP) with the Vlora TPP was nearing completion.[18]
