Rudong LNG Terminal (保利协鑫如东LNG接收站) is an LNG terminal under construction in Jiangsu, China.

Location

Rudong LNG Terminal is built on a land-filled artificial island offshore of the city of Rudong. Three other LNG Terminals, Jiangsu LNG Terminal, Rudong LNG Terminal (China Resources) and Rudong LNG Terminal (Jiangsu Guoxin), are also located in this island named Yangguang Island or Sunshine Island.

Background

Rudong LNG Terminal (保利协鑫如东LNG接收站) is a proposed LNG terminal in Jiangsu, China. GCL-Poly plans to finish building the terminal in 2022.

In November 2019, the company applied permit for construction of the LNG terminal project from Jiangsu Provincial Development and Reform Commission.

In November 2020, the local government published the environmental assessment of the project for public comments, for a second time.

In August 2021, Jiangsu provincial DRC issued permit for construction for Rudong LNG Terminal.

In September 2022, the ceremony for groundbreaking of Rudong LNG Terminal was held, indicating the construction start.

According to the permit document, the project includes two 200,000 cubic meters storage tanks. The receiving capacity is 3 mpta. The total investment is 5 billion yuan. Kunlun GCL Huidong LNG Terminal Rudong Co., Ltd , jointly owned by PetroChina Jiangsu LNG Co. 中石油江苏液化天然气有限公司(50%) and GCL Huidong LNG Rudong Co., Ltd. 协鑫汇东液化天然气如东有限公司(50%), is responsible for the LNG jetty and trestle facilities. GCL Huidong LNG Rudong Co., Ltd., jointly owned by GCL Oil & Gas Co., Ltd. 协鑫石油天然气有限公司 51% and Huidong Investment Co., Ltd 汇东投资有限公司 49%, is responsible for the terminal, loading dock and seawater intake and drainage projects.

项目单位为协鑫汇东液化天然气如东有限公司和昆仑协鑫汇东液化天然气码头如东有限公司。按照国家《关于江苏省天然气基础设施建设专题推进会的会议纪要》《天然气产供储销体系建设工作周例会纪要（2018年31次）》精神，协鑫汇东江苏如东LNG接收站项目码头和接收站陆域部分由两家公司联合申报，合作建设。其中，接卸码头及栈桥设施项目单位为昆仑协鑫汇东液化天然气码头如东有限公司，该公司股东组成为中石油江苏液化天然气有限公司50%、协鑫汇东液化天然气如东有限公司50%；LNG接收站陆域、装船码头及海水取排水工程项目单位为协鑫汇东液化天然气如东有限公司，该公司股东组成为协鑫石油天然气有限公司51%、汇东投资有限公司49%。

（一）建设内容。该项目位于江苏省南通市如东县洋口港阳光岛。主要建设内容包括1座靠泊21.7万立方米LNG船舶的卸船码头（1个泊位），1座靠泊4万立方米LNG船舶的装船码头（2个泊位），2座20万立方米LNG储罐及相关气化、装车、公用工程等配套设施。该项目不单独配套外输管道，利用中石油江苏LNG外输管道及省沿海输气管道实现外输。该项目建设期3年。

（二）建设规模。该项目卸船码头能力为650万吨/年，装船码头能力为140万吨/年，按照中石油江苏液化天然气有限公司与协鑫汇东液化天然气如东有限公司签署的《关于加快推进A2码头合作工作的协议》（合同号：KLNY-JSLNG-2019-168）第七条，该项目卸船码头接卸能力由双方按股比享有，各自325万吨/年。根据《液化天然气接收站能力核定方法》（SY/T 7434-2018）中关于进口LNG接收站能力核定原则和方法，结合该项目享有的卸船码头接卸能力，该项目建设规模为每年300万吨。

四、项目总投资及资金来源。该项目总投资503177万元（含外汇4627万美元），资本金162753万元，资本金占比32%，其余申请银行贷款。资本金由昆仑协鑫汇东液化天然气码头如东有限公司和协鑫汇东液化天然气如东有限公司出资，其余资金通过银行贷款解决，项目单位自行承担融资风险。
