Background
Due to the increased oil production in Western Siberia and the necessity to expand export capabilities for oil shipments through oil terminal complexes in the cities of Odessa and Novorossiysk (Russia), as well as the corresponding ability to supply oil to the Odessa Oil Refinery via pipeline transport, the oil pipelines "Kuibyshev-Lysychansk", "Lysychansk-Kremenchuk", and "Snihurivka-Odesa" were constructed and put into operation in 1977-1978.[7]
In 2014, since several transit oil pipelines crossing the territory of Ukraine were not operational and Russia had stopped delivering oil to the Ukrainian oil refineries, UkrTransNafta began illegally pumping so-called "technological oil" out of those pipelines. According to this corruption scheme, the oil from the pipelines used for their maintenance was sold to money mules for the price of US$30–40 per barrel, while its market value was perhaps double that. The extent to which technological oil has been pumped out of the pipelines is unclear, but it can be assumed that it was worth hundreds of millions of dollars.[8][9][10] In 2017, it was reported that Druzhba Oil Pipeline was the only operational main oil pipeline in Ukraine.[8] Thus, the pipeline is presumed to be idle.
