Network background
Shanghai is the most populated municipality in China. Located in the center of Yangtze River Delta, shanghai heavily relies on gas import through gas pipelines from other provinces and other countries, as well as offshore gas field at East China sea. It's the destination of multiple long-distance transporting gas pipelines, including West-East Gas Pipeline 1, West-East Gas Pipeline 2 Nanchang-Shanghai Branch, Sichuan–Shanghai Gas Pipeline, Sichuan–Shanghai Parallel Gas Pipeline and China–Russia East Pipeline. Shanghai also has two LNG receiving terminals: Wuhaogou LNG Storage Facility and Shanghai Yangshan LNG Terminal.
According to Shanghai’s 14th Five Year Plan on Energy, Shanghai consumed 9.4 billion cubic meters of gas in 2020 and is aiming to increase it to 13.7 billion cubic meters by 2025.[1] It also plans to increase the proportion of gas in primary energy consumption to 17% in 2025 from 12% in 2020.
Shanghai completed its gas pipeline network phase 1 and phase 2 at the end of 2010, totaling 600 kilometers of milage, according to Shanghai’s 12th Five Year Plan on Energy. [2] The network is a mix of transportation and distribution pipelines. The milage of gas pipeline network increased to 750 kilometers at the end of 2015.[3] Shanghai Natural Gas Pipeline Network Co., Ltd. (上海天然气管网有限公司) is the solo enterprise to invest, build and manage Shanghai's gas pipeline network. [4]

The pipeline is listed in the "Major Construction Projects in Shanghai in 2023". [8]It will complete the ring of Shanghai Gas Pipeline Network and connect Jiangsu LNG Terminal and Shanghai Yangshan LNG Terminal.[9]

The pipeline expands Shanghai Gas Trunk Pipeline Network from a C-shape to a U-shape, further improving its operational adjustment capabilities and effectively connecting the two terminals of Yangshan LNG and Wuhaogou LNG.[12]

Shanghai-Suzhou Connecting Gas Pipeline 上海-苏州天然气管道联络线
The pipeline is a gas pipeline construction project connecting Shanghai and Zhejiang Province's Suzhou. The pipeline links the Shanghai Gas Trunk Pipeline Network with the Suzhou Gas High-pressure Pipeline Network.[19]
The pipeline extends from Daying Town, Qingpu District, Shanghai, to Chefang Town, Suzhou, Jiangsu. It consists of Shanghai section and Suzhou section.[20]
